IBM Partners with Sarvam for Sovereign AI; European Deep-Tech Deals Surge

Tech titan IBM partnered with Indian AI startup Sarvam to deploy sovereign AI stacks for governments and regulated enterprises. On July 31, IBM and Sarvam announced a collaboration to advance the development and adoption of sovereign AI technologies in India, with a focus on government agencies, public sector organisations and regulated enterprises. The initiative allows organizations to keep local data, training models, and governance under strict regional regulatory control.

Under the partnership, IBM Sovereign Core will provide the underlying software and middleware needed to deploy and govern AI systems, while Sarvam will add its reasoning models and multilingual voice and language technologies trained from scratch in India. The combined offering is purpose-built for the public sector and regulated enterprises aligned with the country's regulatory, security, and operational requirements. Together, IBM and Sarvam will power use cases such as citizen services, grievance redressal, document processing, and administrative workflows on full-stack sovereign AI. The IBM GovTech AI Innovation Center in Lucknow will serve as a joint incubation and demonstration hub, where government departments, public sector organisations, enterprises and industry stakeholders can work through the technical, operational, and governance requirements of moving AI from pilots into production. "Sovereign AI is not simply about where AI runs. It is about giving organizations control over how AI is governed, deployed, and operated," said Sriram Raghavan, General Manager, IBM Software, India and Software Innovation Lab. "Sovereign AI has to run inside the systems governments and enterprises already depend on, and at the scale at which those systems operate," said Pratyush Kumar, Co-Founder of Sarvam.

European startup funding saw major raises in deep tech. Atomic One raised €5.6 million to build specialized AI agents that automate critical business functions for e-commerce operations. The company is building an AI-native operating layer for autonomous Amazon businesses, enabling sellers to automate inventory management, pricing, and customer engagement.

Eindhoven-based Keiron Printing Technologies raised €20.7 million in a Series A round co-led by Invest-NL, DeepTechXL and Waves Capital, alongside existing and new investors. The Dutch deep-tech company specializes in Laser-Induced Forward Transfer (LiFT) precision solder paste printing for high-reliability electronics manufacturing. Solder paste printing is the single biggest point of failure in a global electronics assembly market worth more than €600 billion a year, responsible for over 70% of PCBA defects. Keiron's HF2 LiFT Printer replaces the stencil printer, jet printer, and SPI inspection system with one digital, non-contact platform: first-pass yield jumps from ~60% to above 95%, production lead time is cut in half, and programming becomes 10 times faster. "Nowhere is the payoff bigger than in next-generation AI hardware: components with up to 10,000 interconnects push conventional solder paste printing past its breaking point—exactly the gap Keiron's fully digital LiFT process was built to close," the company noted. The new capital will fuel aggressive scale-up across Europe, North America and APAC.

Small and medium enterprises are adopting plug-and-play AI tools to automate inventory forecasting, customer support, and local tax compliance without hiring custom software development teams. As sovereign AI infrastructure becomes accessible through partnerships like IBM and Sarvam, governments and regulated enterprises can deploy secure, multilingual, voice-enabled citizen services at scale, allowing a citizen to access a benefit or resolve a grievance in their own language on a phone call. July 2026 confirms that both sovereign AI infrastructure and European deep-tech manufacturing are drawing significant institutional capital. The era of generic cloud AI is ending. The era of sovereign, regulated AI stacks and precision manufacturing technology is already here.
