India–Japan Maritime Defense Pact and Denmark’s AI Counter-Drone Grid

Two major defence developments unfolded today across Europe and the Indo-Pacific, as India and Japan formalised a sweeping maritime security agreement while Denmark awarded a contract for a nationwide, AI-integrated counter-drone network. The parallel announcements underscore a global shift toward networked, technology-driven defence architectures capable of addressing both conventional naval threats and the proliferating challenge of unmanned aerial systems.
INDIA–JAPAN DEFENSE ACCORD: Maritime Security Cooperation Deepens
In New Delhi, Defence Minister Rajnath Singh and his Japanese counterpart Shinjiro Koizumi co-chaired bilateral defence talks and signed a formal Memorandum of Arrangement (MoA) on Maritime Security Cooperation. The agreement provides a comprehensive framework for advancing cooperation between the Indian Navy and the Japan Maritime Self-Defense Force, covering information sharing in Maritime Domain Awareness (MDA), search and rescue operations, and humanitarian assistance and disaster relief.
The two ministers affirmed their commitment to strengthening coordination for the protection of Sea Lines of Communication through mutual naval visits, joint exercises, personnel and subject matter expert exchanges, and logistical support including access to ports and maintenance and repair facilities. They also agreed to explore joint development in naval shipbuilding and design, leveraging Japan's technological expertise alongside India's production capabilities under the "Make in India" framework.
The talks highlighted the growing defence-technology dimension of the relationship. The UNICORN shipborne integrated communications antenna system was described as an important symbol of the partnership—the first defence-equipment transfer project between the two countries. Defence research cooperation between India's DRDO and Japan's Acquisition, Technology & Logistics Agency (ATLA) will be expanded, particularly in advanced defence technologies.
Both sides welcomed the expansion of bilateral military exercises, including the Army exercise Dharma Guardian and the maritime exercise JAIMEX. Particular importance was attached to the upcoming Veer Guardian 26 air exercise, under which Japanese Air Self-Defense Force fighter aircraft will visit India for the first time. The ministers also agreed to make exercises more complex by incorporating unmanned systems and to explore opportunities for conducting joint exercises at short notice.
The agreement comes amid heightened global tensions, with both ministers expressing "strong opposition to any unilateral actions that impede freedom and safety of navigation and overflight, as well as to any attempts to change the status-quo by force or coercion". Koizumi's visit, his maiden trip to India, included a stop at the Western Naval Command in Mumbai on August 19, where he was briefed on the Indian Navy's operational capabilities and visited the indigenous ship INS Chennai.
SOVEREIGN COUNTER-DRONE AIRSPACE: Denmark Awards Terma Nationwide Defence Network
The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) has awarded aerospace contractor Terma a contract to build a nationwide, integrated counter-drone defence system. The network will fuse multi-sensor radar inputs with AI data-processing models to detect, classify, and respond to drone incursions across national airspace in real time.
The system is built around Helion, Terma's sovereign multi-domain data backbone, which connects existing and future sensors operated by the armed forces, civilian authorities, and critical-infrastructure organisations into a shared drone situational picture. Denmark already operates detection systems across multiple organisations, but their information is held in different locations and technical environments. Terma's contract addresses the layer between those installations, allowing data from distributed sensors to be collected, correlated, processed, and presented to operators without requiring every organisation to replace its existing equipment.
The solution also integrates FACE, a command-and-control and data-fusion platform developed by OSL Technology, which became part of Terma in 2025. FACE combines information from Terma radar and surveillance equipment with third-party sensors and countermeasures, while artificial intelligence assists with processing, classification, and prioritisation of incoming data. OSL brings operational experience from complex environments, having acted as prime contractor and system integrator for Heathrow Airport's counter-drone system since 2019 and delivered counter-drone capability to Norway's Ørland and Evenes air bases.
Lieutenant General Per Pugholm Olsen, chief of DALO, described the agreement as an "important cornerstone in the ongoing effort to build a strong counter-drone capability". Henriette H. Thygesen, CEO of Terma, added: "In a security environment where drones represent a persistent and growing threat, the ability to detect, classify and act on threats across domains is fundamental to national security".
The network is designed to support sites beyond conventional military installations, including airports, ports, energy facilities, government buildings, and other critical infrastructure. Denmark will retain national control of operational sensor data while the architecture remains open to technologies from multiple suppliers, providing a route to add or replace radars, radio-frequency sensors, electro-optical systems, command tools, and countermeasures without rebuilding the entire national structure around one manufacturer's product family. Terma has not disclosed the contract value or a complete deployment timetable.

The scalable architecture allows sensors, sites, countermeasures, and other capabilities to be continuously added over time, ensuring that the network can evolve alongside the drone threat itself.
